KILLEEN, Texas (KWTX) – Last week, Gov. Greg Abbott vetoed the so-called Second Look Bill, a chance for some who committed crimes as teenagers, but were tried as adults, to be considered for parole sooner.
The bill, which would have given some youth offenders convicted of certain capital or first-degree felony crimes a second look for parole at 20 or 30 years, instead of 40, cleared the House and Senate and was one of the priorities of state Rep. Brad Buckley, R-Killeen.
Buckley told KWTX he was “very disappointed” that the bill fizzled.
In his veto proclamation, Abbott said the bill “admirably recognizes the potential for change and encourages rehabilitation and productiveness in the young offender population.
